Ensuring an Accurate Count through Grantmaking

Achieving a Just East Bay requires that every resident in our community is represented in our civic life. This is why the foundation has committed to supporting a full and complete count for Census 2020. Next year’s census count poses many unique challenges, including the first online response platform and the highly contentious citizenship question. To learn more about the Supreme Court’s decision that led to removal the citizenship question, and the ensuing Executive Order, read this update from our partners at the Asian Law Caucus.

EBCF has been working with our philanthropic partners through the Bay Area Census Funders Collaborative for almost two years to raise and aggregate funds to provide a centralized, stream-lined process for trusted community-based organizations to seek philanthropic funding in support of Census outreach. To date, we have raised $2.6 million to support organizations in the nine-county Bay Area.

We recently conducted a regional RFP process, through which we received 168 proposals, totaling $9.5 million in funding requests. The vast majority of the applications were high quality, concrete projects aimed at contacting the hardest-to-count communities in our region. The overwhelming response to the RFP demonstrated that a significant number of deeply rooted and highly effective community-based organizations are willing and ready to add their capacity to ensuring a full count, and it motivated our collaborative to continue our fundraising efforts.

This month, EBCF will make an initial round of 66 grants totaling $1.4 million to organizations who will work across Alameda and Contra Costa counties to conduct outreach and education efforts among the hardest-to-count communities in our region. These organizations will focus on immigrant communities, children ages 0-5, renters, unsheltered individuals, and low-income communities through health clinics, schools, affordable housing developments, community events, and more.
